Pakistan’s Cross Subsidy Program (CSS) is a government electricity-bill relief scheme run by the Power Information Technology Company (PITC). If your household uses 200 units or less per month, you can register free at css.pitc.com.pk and get the cheaper protected (lifeline) tariff applied to your bill — saving up to Rs 2,500 a month.
How it works
Register with your CNIC, electricity bill reference number, and a PTA-verified mobile number (OTP verification). Once verified, the protected tariff applies automatically from your next billing cycle — no renewal needed, no cash involved, no middleman. Registration opened in May 2026 and is ongoing; by May 31, around two million consumers had already linked their meters via the QR codes printed on bills.
Who qualifies
Domestic connections using up to 200 units/month on average (usually checked over the past six months), with a single connection per household. Excluded: commercial, industrial, and agricultural connections, shared meters, multiple meters on one CNIC — and K-Electric consumers in Karachi (the program covers the 11 PITC DISCOs: LESCO, IESCO, FESCO, MEPCO, GEPCO, PESCO, HAZECO, HESCO, SEPCO, QESCO, TESCO).
